Engineer – Project Manager – Signalling System

CERTIFER is an international railway inspection, testing and certification company founded in 1997, expert in the mobility sector.  

Our group, headquartered in Valenciennes (France), is present in seventeen countries with subsidiaries in Algeria, Australia, Belgium, Brazil, France, Italy, Spain, Germany, Austria, Denmark, The Netherlands, Norway, Sweden, China and Turkey and branches in the United Arab Emirates and Vietnam.

Specialized in the mobility & railway industry, we provide our testing, inspection, and certification services to vehicle and component manufacturers, rail operators, infrastructure managers.

The CERTIFER group acts as a Designated Body (DeBo) in different countries, as a Notified Body (NoBo) at European level and is also recognized as an Independent Safety Assessment Body.

In order to reinforce its Signalling division in The Netherlands, CERTIFER HHC/DRS B.V. is looking for an experienced Signalling Project Engineer – Project Manager to carry out Signalling system assessments and project management. He/she will report to the Certification manager.

Role and responsibilities

The Engineer – Project Manager will be responsible for the day-to-day project management of on-board and trackside signalling assessments: He/she will:  

  • analyse customers’ requests;

  • prepare the technical offer;
  • conduct the project in the respect of the contract conditions;
  • prepare the assessment activities;
  • identify risks at project level;
  • interface with the customer and other Assessment Bodies;
  • provide specific expertise in evaluation activities;
  • conduct the technical evaluation, with the support of experts: documentation review /audits / tests witnessing;
  • redact technical and audit reports;
  • interact with national or European safety authorities;
  • identify new business opportunities and develop the business of the rolling stock assessment division;
  • monitor legislations and standards evolutions at national and European levels.

We are looking for:

  • Engineer with experience in the rail or guided transport (metro, tramway) sector;

  • Technical knowledge:
    • ERTMS standards
    • Control Command Signalling Technical Specification for interoperability 
    • ETCS / CBTC / National Signalling systems.
  • Open minded, factual, organised and proactive;

  • Able to work independently and in a team, set priorities and meet deadlines;
  • Ability to communicate with customers for technical and commercial matters;
  • Facility to conduct audits or technical inspections and to write reports (technical, audit, assessment).
  • Ability to work in multiple languages (English, Dutch, German is a pre);
  • Is likely to undertake short-term assignments abroad.

Job description:

  • Independently carrying out inspections of cranes, foundation machines, aerial work platforms, infrastructure-equipment and rail maintenance machines in the Netherlands.
  • Processing the inspection results internally and to the client.

Requirements:

  • At least higher professional education level; to be able to inform yourself and make decisions accordingly; representative attitude.
  • Good oral and written expression skills in Dutch (fluent).
  • Knowledge of laws and regulations concerning the machines mentioned above.
  • BE Drivers licence.

For this position within our company, we require the following qualifications:

  • Bachelor (HBO) level of thinking, a technical background and interest, as well as being able to work independently.
  • Has a good command of both the English and Dutch language, preferably in German too.
  • Affinity with technical vehicles and risk-orientated thinking.
  • Preferably knowledge regarding risk analyses, risk evaluation, management systems or auditing management systems.

Job description:

For this position the focus will be mainly on the safety side of the authorization process. This will include but is not limited to making sure that our clients follow the correct procedures to guarantee the safe manufacturing as well as the safe use of their vehicles.

You will therefore be able to:

  • Perform an independent safety assessment regarding the proper application and use of risk management processes. This includes assessing the results of the followed processes as well as a safety demonstration of the system under assessment.
  • Work closely with colleagues who have different areas of expertise in order to have a complete overview of possible hazards and required safety measures.
  • Build trust between our different stakeholders. The outcome of your work provides other conformity assessment bodies the assurance that the applicant of the authorization process follows the proper risk assessment and management activities.
  • Reporting of the results in a manner which complies with the European standard for risk assessment and management.
